Use EXT_EU27_2020, with all six monthly value and mass observations in each H1. Never add official totals to individual partner components. Exclude EU27 countries, intra-EU and other aggregates, QP, QV and QW. Include QA (Qatar), XK and XS as identified statistical partners under the final approval. Supplier and Top 3/Top 5 value divided by official EXT_EU27_2020 H1 import value. QUANTITY_IN_100KG source value multiplied by 100 exactly once gives kg. The normalized_value in the approved CSV is already kg and is checked against that calculation. Only supplied monthly observations appear in the commercial CSV. Missing combinations are omitted, not filled with zero; unobserved supplier H1 amounts, ranks and shares remain blank. Official H1 total minus identified-supplier sum equals observed QP plus QW.
